This is my new idea for birthday parties!  Cheap and fun to give and get.  All you need is craft sticks (i.e. popsicle sticks, or skewers), tape, green foam, paper grass, cute cup (Walmart party section $.89 each), and candy.  I got things that came in packages so I could make a few at a time and then the candy is cheaper.  For example, the air heads come in a pack of six, ring pops a pack of four, gum in a three pack, suckers in a bundle, etc.  The candy bars we always have on hand for s'mores.  The whole thing cost me $10 and I have grass and foam left over for the next time I need a Birthday party gift.  You can also stick in a birthday card or a gift card if you need something a little more...
